I. Site Selection Requirements
No new enterprises for comprehensive utilization of waste plastics shall be built in the nature reserves, scenic spots, drinking water source protection zones, basic farmland protection zones and other areas in need of special protection as determined by national laws, regulations, rules and plans or stipulated by the people's governments at the county level and above; the enterprises for comprehensive utilization of waste plastics which have been put into operation in the above areas shall, according to the requirements of the planning of the area, gradually, according to the law, through relocating, transferring and other ways of The enterprises that have already started production and operation in the above areas shall, according to the requirements of the planning of the area, gradually withdraw from the area through relocation and transfer of production.
Requirements on the scale of production and operation
(1) PET recycled bottle flake enterprises
The annual waste plastics processing capacity of newly-built enterprises shall not be less than 30,000 tons; the annual waste plastics processing capacity of established enterprises shall not be less than 20,000 tons.
(2) Scrap plastic crushing, washing and sorting enterprises
The annual waste plastics processing capacity of newly-built enterprises is not less than 30,000 tons; the annual waste plastics processing capacity of established enterprises is not less than 20,000 tons.
(3) Plastic recycling and granulation enterprises
The annual waste plastics processing capacity of newly-built enterprises shall not be less than 5,000 tons; the annual waste plastics processing capacity of established enterprises shall not be less than 3,000 tons.
Enterprises shall have the area of plant operation site matching with the production capacity.
For domestic waste plastics processing enterprises, the above conditions for most of the recycling manufacturers, still need to work hard to match the conditions of this specification. Therefore most of them do not meet the standard conditions, and environmental protection rectification is becoming more and more stringent reasons, shuffling, banning or reorganization are foreseeable in the future.
For imported waste plastics processing enterprises, its current processing capacity and its application for the import volume has not reached a complete fit, many companies still need other factories to deal with their imports, most of the current imports of material for the circulation, only a few for their own processing.
